Mandate
The mandate of the Department is as following:

To coordinate livestock development policy, programmes and interventions to attain self-sufficiency in production and processing of livestock and livestock products to meet the protein needs of the country as well as for export.

To coordinate livestock commodity value chains (Beef, Halal, Dairy, Leather, Sheep and Goats, Poultry, Pig, Micro Livestock and Fodder production).

To grow the Country’s animal resources through Improvement of Grazing Reserves, development of stock routes, upgrading and conserving of the genetic potentials of indigenous breeds of animals, supply of nutritive feeds and supplements, as well as encouraging and facilitating private sector participation in all aspects of animal production, processing and marketing.
The Department is statutorily responsible for:

Formulating policies on animal resources production and conservation.

Rendering Pastoral Services, establishing Grazing Reserves and Stock Routes Development.

Promoting the development of Pasture, Dairy, Beef/Meat, Livestock Markets.

Promoting economic empowerment of Pastoralists and other Livestock Farmers.
-
Managing Breeding and Conservation Centres in the agro-ecological zones in the country.
-
Overseeing the improvement of the productivity and output of all livestock species in Nigeria.

Ensuring optimum utilization of the ecosystem for livestock production with minimum damage.
-
Assessing raw materials and finished feeds in the feed industry.
-
Extending quality control services in favour of the livestock sector, livestock industries and consumers.

Managing quality control system for livestock feed and raw materials used in feed.
-
Developing and enforcing standard operating guidelines/rules in animal production.
-
Regulating livestock premises, feeds, and feed mills.
-
Encouraging and facilitating private sector participation in all aspects of animal production, processing and marketing.

Promoting the development of manpower and vocational skills for all stakeholders in the animal production sub-sector.

Increasing livestock production and productivity and eliminating the problem of malnutrition.

Improving the economic and social condition of the poor, socially disadvantaged people women and youth through improved livestock farming.

Initiating and maintaining regular livestock census, databank and efficient Livestock Market Information System (MIS) for all species of animal production.

Collaborating with all relevant National Agricultural Research Institutes (NARIs) on available improved animal production, value addition, marketing, and feed technologies.

Developing a comprehensive policy on breeding and genetics.

Planning and coordinating all interventions (Government and Foreign) that affect animal production.
